The fact that it was allowed to get in such a state of disrepair and that it was sold on for peanuts rather than being fixed and sold speaks volumes about its previous owner. I'd put money on it being a dog.

For me to insure a late (classic) STI is over double what the ST costs.

Smaller, NA engines do require a certain amount of back pressure, and having a straight through exhaust certainly isn't going to be doing you any favours.

My advice? Put the standard one back on.
